(NEW YORK, 21 AUGUST 2017) The United Nations Counter-Terrorism Committee (CTC) today submitted to the Security Council an updated version of the Technical Guide, an important tool to help Member States implement key Security Council resolutions on terrorism. Prepared by the Counter-Terrorism Committee Executive Directorate (CTED), the Technical Guide is intended as a reference for States.
“The updated guide will allow CTED to make more accurate, in-depth, and consistent assessments on behalf of the CTC that reflect all the latest developments in the Security Council. This will help Member States better prepare for CTC visits by knowing which questions they will be asked and which good practices they can rely on in developing their responses,” said David Scharia, CTED Chief of Branch. “It will also allow CTED and its partners to facilitate more targeted technical assistance. The guide is designed in a way that allows Member States to use it as a reference tool for ‘self-assessment’.”
CTED assists the CTC in its efforts to monitor, facilitate, and promote Member States’ implementation of the relevant Council resolutions. The revised Technical Guide (S/2017/716) addresses each paragraph of Security Council resolutions 1373 (2001) and 1624 (2005), as well as key provisions of resolution 2178 (2014). It also takes into account the requirements of resolutions 2129 (2013), 2133 (2014), 2195 (2014), 2220 (2015), 2242 (2015), 2253 (2015), 2309 (2016), 2322 (2016), 2331 (2016), 2341 (2017), and 2354 (2017) in order to reflect their additional elements.
The Technical Guide does not purport to impose any obligations upon States apart from those that already exist by virtue of the relevant Council resolutions and decisions, international treaties, customary international law, or other voluntarily undertaken obligations.
Available only in English for the time being, the Technical Guide is currently being translated into the other official UN languages; these will be added as soon as they become available.
